A Landowner is anyone that owns land. Anyone can become a landowner by owning land.

You can become a Mayor once you have been granted control of a small town or village.

You can become a Governor once you have been granted control of a group of towns and villages or a large city.

You can become a Noble once you have been invited into the nobility.

You can become a Lord once you have been invited into the inner circle of nobility, close to the sovereign.

You can become an Heir once you are next in line for leadership, whether by relation or political lineage.
